Pull in, Pull out

Hi -
A nearby ornamental Aermotor 702 has a crank on the tower, not a furling lever. Is this a pull-out winch? If so, any idea what kind it is? Casting numbers L266 and L265 on the thing.
Also, does a pull-out/pull-in winch cause the wheel to move parallel to the vane, or cause the vane to move parallel to the wheel? I always assumed the vane would move, but Baker's description (pg 136 of Field Guide) makes it sound like the wheel is being moved, which seems more difficult.
