Pull in, Pull out

Hi -
A nearby ornamental Aermotor 702 has a crank on the tower, not a furling lever. Is this a pull-out winch? If so, any idea what kind it is? Casting numbers L266 and L265 on the thing.

Also, does a pull-out/pull-in winch cause the wheel to move parallel to the vane, or cause the vane to move parallel to the wheel? I always assumed the vane would move, but Baker's description (pg 136 of Field Guide) makes it sound like the wheel is being moved, which seems more difficult.

both do the same thing , pull the tail out of the wind direction .

Most of the manufacturers of windmills designed their mills so when you pulled down on your furl lever or crank handle you pulled your tailvane out of the wind or parallel to the wheel. Aermoter model 99 and I believe monitor made a mill that the tailvane was furled all the time until you pulled the lever that pulled the tailvane into the wind. It was a safety issue I'm assuming in the furl cable broke
