I always thought that windmill manufacturers experimented with the four blade section as I have seen them on 10’ challenge 27, Fairbury 10’, Fairbanks Morse, Axtell, 10’ Dempster #11 and #15. I can’t answer your question, but I surmise that Dempster designers and engineers got paid more for designing each variation for no other reason than they could or were bored.
